Anyone can license an AI development services business in a week. The AED 5,500 licence is the cheapest part of the plan. The part that decides whether the business survives is the AED 1.7 million to AED 3.15 million of working capital behind it, and whether you can sell before the payroll runs out.
Last updated: 13 October 2026. Written by Mohammad Adil Hussain, UAE business setup advisor, based on a market-entry study of the UAE AI development services market.
Quick Answer
- Verdict: an artificial intelligence development services business in the UAE is worth starting, but only as a specialist. A generalist AI development services business will compete with Core42, Presight, e& and global integrators. A UAE-based, Arabic-capable team that sells secure GenAI and managed AI to regulated industries has a real opening.
- Demand: the broad UAE AI market is about USD 860 million in 2026, forecast to reach about USD 2.3 billion by 2031. The part a development company can address is smaller, which I estimate at roughly AED 679 million in 2026.
- Setup cost: a SRTIP (SPARK) free zone licence starts from around AED 5,500 (zero-visa package, licence only). The full business needs AED 1.7 million (lean) to AED 3.15 million (higher case) of accessible capital, mostly payroll and working capital.
- Break-even: the base case needs about AED 4.6 million of annual revenue. Cumulative cash break-even comes around month 17 to 20, and sales speed is the biggest risk.
- Licensing: start lean on SPARK while you prove the pipeline, use DMCC or a mainland LLC when buyers or tenders require it, and do not assume a free zone gives you 0% tax on AI services.

What Is an AI Development Services Business?
An AI development services business designs, builds and runs artificial intelligence systems for other companies: generative AI assistants, machine learning models, workflow automation and the data pipelines behind them. It sells expertise and delivery rather than a software product, so its revenue comes from paid assessments, fixed-scope projects and monthly managed services.
In the UAE, an AI development services business is licensed as a services company. That decides which activities you select, how many visas you need and how corporate tax applies, which is why the licence choice comes after the business model, not before it.
Is There Real Demand for an Artificial Intelligence Development Services Business in the UAE?
Yes, but the headline numbers are broad and the usable number is smaller. IMARC puts the broad UAE artificial intelligence market at about USD 860 million in 2026, the GCC at USD 7.60 billion and the world at USD 184.7 billion. Those figures cover hardware, software and services together, so they are not the revenue available to a development company.
Definitions also differ sharply by publisher. Grand View Research places the global AI market at USD 539.5 billion for 2026, almost three times IMARC’s figure. That is why I do not mix numbers from different providers into one chart. All figures below come from one series and are labelled as published or as my estimate.
| Market (2026 planning base) | 2026 | 2031 (calculated) | Status |
|---|---|---|---|
| Broad AI market, UAE | USD 0.86 billion | USD 2.31 billion | IMARC base and 21.84% growth rate; 2031 is my calculation |
| Broad AI market, GCC | USD 7.60 billion | USD 15.2 billion | IMARC base and 14.87% growth rate; 2031 is my calculation |
| UAE AI services proxy | About AED 679 million | About AED 2.0 billion | My estimate: 21.5% GCC services share, 24.3% UAE services growth |
| GCC AI services proxy | About AED 6.0 billion | About AED 12.0 billion | My estimate on the same basis |

The services proxy is the number to plan around, and it is my estimate, not a published statistic. It says the UAE is large enough to build the first business, and that regional expansion is needed to build a large one. Saudi Arabia should normally be the first market outside the UAE, because SDAIA runs a national data and AI strategy with large public-sector demand.
What is driving demand
- Government adoption. The UAE national AI strategy aims for AI integration across government, and the official UAE portal sets out the policy framework.
- Cloud and sovereign infrastructure. AWS has a UAE region, Azure has UAE regions, and Core42 sells sovereign cloud, which lowers the data-residency barrier for banks and government entities.
- Regulated industries with budgets. Banking, energy, aviation, logistics, healthcare and real estate all buy AI projects, and they care where data sits.
For the wider market context, see my posts on why the UAE is a strong place to build an AI company, the US-UAE AI chip deal and how the UAE is building redundancy into its AI infrastructure.
Who Buys AI Development Services, and How Much Do They Spend?
Deal sizes below are planning ranges from my research, not published prices. They show where the money is and how long it takes to collect it.
| Customer segment | Typical need | Deal size (AED) | Sales character |
|---|---|---|---|
| Government and related entities | Arabic language models, citizen-service agents, document intelligence | 250,000 to 3 million+ | Large budgets, long procurement |
| Banking, insurance, fintech | Fraud and AML analytics, document AI, knowledge assistants | 200,000 to 2 million+ | Strong return, heavy regulation |
| Energy, utilities, industrial | Predictive maintenance, computer vision, forecasting | 250,000 to 3 million+ | High-value technical projects |
| Aviation, transport, logistics | Demand prediction, routing, operational copilots | 150,000 to 2 million+ | Strong UAE fit |
| Real estate, retail, hospitality | Lead scoring, pricing, recommendations, document automation | 75,000 to 1 million+ | Faster pilots than government |
| Mid-market companies | Copilots, workflow automation, forecasting | 30,000 to 300,000 | Price-sensitive, package-led |
A sensible Year One revenue mix is roughly 60% to 70% large enterprise and government-related work, 20% to 30% mid-market and 10% to 15% smaller accounts on packaged subscriptions. Large clients give contract value. Smaller standardised accounts shorten the time to cash.
What to Sell: A Service Ladder That Produces Cash Early
The mistake I see most often is selling “AI development” as an hourly service. The research points to a ladder instead: a paid assessment, a fixed-scope proof of concept, a production deployment, then a monthly managed service.
| Step | Scope | Suggested price (AED) | Revenue model |
|---|---|---|---|
| AI readiness assessment | Use cases, data audit, architecture, ROI roadmap | 20,000 to 60,000 | Fixed fee |
| GenAI proof of concept | Enterprise knowledge assistant over client data | 60,000 to 180,000 | Fixed project |
| Production deployment | Integrations, security, monitoring, agents | 250,000 to 1.5 million+ | Milestone project |
| Custom machine learning | Forecasting, scoring, anomaly detection | 80,000 to 250,000 | Project plus support |
| Managed AI and MLOps | Monitoring, retraining, incident support | 15,000 to 80,000 a month | Recurring retainer |
| Packaged AI subscription | Vertical agent or workflow | 5,000 to 75,000 a month | Subscription plus usage |

A worked example: AED 35,000 for the assessment, AED 120,000 for a focused proof of concept, AED 450,000 for production, then AED 25,000 to AED 40,000 a month for managed AI. Charging for the assessment and pilot, instead of giving them away, brings cash in earlier and filters out buyers who are not serious. Recurring revenue should grow from about 17% of revenue in Year One to 30% to 40% by Year Three.
One contract rule matters here. Do not absorb unlimited model or GPU costs inside a fixed subscription. Set a fair-use allowance and pass through usage above it.
Competition for an AI Development Services Business in the UAE
The market has three classes of competitor, and each leaves a different opening.
| Competitor class | Examples | Typical engagement (AED, analyst estimate) | Opening for a new entrant |
|---|---|---|---|
| Sovereign and national AI companies | Core42, Presight, Inception | 250,000 to 10 million+ | They focus on very large programmes, which leaves mid-size fixed-scope work |
| Telecom and integration groups | e& enterprise | 200,000 to 5 million+ | Large structure leaves room for niche specialists |
| Global consultancies | Accenture, IBM, Capgemini, TCS | 300,000 to 20 million+ | Premium cost; smaller clients want senior attention |
| Offshore developers | Many | Lower hourly rates | They cannot offer local accountability or data residency |
The prices are analyst-estimated bands, because these firms quote projects individually. The practical point is that “we build AI solutions” is too generic. The entrant needs one wedge: Arabic enterprise GenAI, financial-services automation, real-estate AI, logistics optimisation or private deployment. The middle ground that works is local accountability, specialist engineering, speed and fixed-scope pricing in the AED 75,000 to AED 500,000 range, then expansion from there.
Stay cloud-neutral. Being able to deploy on AWS, Azure and sovereign infrastructure is a selling point to regulated buyers, and it reduces vendor lock-in.
AI Development Services Business Setup Costs: The Licence Is the Smallest Number
The licence is cheap. The business is not. Here is the startup budget from the research, in a lean case and a higher case.
| Item | Lean case (AED) | Higher case (AED) |
|---|---|---|
| Incorporation, licence, establishment card, advisory | 40,000 | 120,000 |
| Office or flexi-desk, deposits, fit-out | 60,000 | 180,000 |
| Initial visas, Emirates ID, medical, insurance | 40,000 | 75,000 |
| Laptops, networking and security equipment | 80,000 | 150,000 |
| Legal contracts, privacy policies, insurance | 40,000 | 100,000 |
| Recruitment | 50,000 | 120,000 |
| Launch marketing, website, demos, events | 100,000 | 200,000 |
| Cloud, tools and software before customer recovery | 40,000 | 100,000 |
| Contingency | 50,000 | 100,000 |
| Pre-operating requirement | 500,000 | 1.15 million |
| Six-month working-capital buffer | 1.2 million | 2.0 million |
| Recommended accessible capital | 1.7 million | 3.15 million |

For the base case I would hold AED 2.2 million to AED 2.6 million. You do not spend it on day one. You need it so that you never accept a poor project just to cover payroll.
The launch team is about eight or nine people: a managing director, a head of AI, two LLM engineers, a data engineer, an MLOps engineer, a project manager and an enterprise sales lead. Budgeted monthly salaries run from about AED 15,000 for an integration engineer to AED 65,000 for a head of AI, and I add 15% to 25% for visas, insurance, recruitment and equipment.
Break-Even Potential for an AI Development Services Business
| AED million | Year One | Year Two | Year Three |
|---|---|---|---|
| Revenue | 4.50 | 8.00 | 12.50 |
| Gross contribution | 3.38 | 6.00 | 9.50 |
| Core payroll and benefits | (2.82) | (3.80) | (5.50) |
| Office, licence, admin, marketing | (0.65) | (0.85) | (1.10) |
| EBITDA | (0.10) | 1.35 | 2.90 |

These are planning assumptions, not forecasts. Year One fixed cash cost is about AED 3.47 million. With a contribution margin of about 75%, annual operating break-even is about AED 4.63 million of revenue, or roughly AED 386,000 a month. Cumulative cash break-even, after setup costs and slow collections, comes around month 17 to 20.
| Scenario | Year One revenue | Year One EBITDA | Year Three EBITDA |
|---|---|---|---|
| Conservative | AED 3.0 million | (AED 1.01 million) | AED 1.20 million |
| Base | AED 4.5 million | (AED 0.10 million) | AED 2.90 million |
| Upside | AED 6.0 million | AED 0.76 million | AED 5.26 million |
The biggest risk is sales speed, not technology. If you hire eight senior people before you have a qualified pipeline, the conservative case becomes a funding problem. Tie hiring beyond the core team to signed backlog, take a 30% to 40% mobilisation payment, and cap any single client at about 25% to 30% of revenue as you grow.
Licensing Strategy: Which Route Fits an AI Development Services Business Setup in UAE
The right licence follows your buyers and your stage. Here are the routes, with the prices as published or advertised, which are starting points and not total budgets.
| Route | Starting price | Best for | Main limit |
|---|---|---|---|
| SRTIP (SPARK) free zone, Sharjah | From around AED 5,500 (zero-visa package, licence only) | Lean first stage while you prove the pipeline | Visas and desk add cost; some buyers prefer a Dubai or Abu Dhabi base |
| DMCC Free Zone (AI Centre) | AED 31,000 advertised, including licence and co-working desk | Dubai-based sales into private enterprise | Higher fixed cost; visa quota tied to office |
| Masdar City Free Zone | Registration from AED 7,000 advertised | Abu Dhabi, sovereign AI, energy, government-linked | Total cost higher after visas and office |
| Mainland LLC | Higher package cost | Government tenders, on-site teams, onshore operations | Larger office and cost |
| ADGM Tech Startup Licence | Not for this model | Product and platform companies | ADGM says it is not available to technology service providers |
The DMCC and Masdar figures are what those authorities advertise, per the research behind this guide. The DMCC AI ecosystem page lists a dedicated AI Licence, and ADGM states its Tech Startup Licence is not for technology service providers. Compare packages on what they include, not on the headline number.
Why I Recommend SRTIP (SPARK) for the First Stage

For a founder-led AI development services business that has not yet signed its first enterprise contract, I recommend starting on SPARK, the Sharjah Research, Technology and Innovation Park free zone, which is still widely searched as the SRTIP free zone. A zero-visa SPARK licence starts from around AED 5,500, with one-visa packages close to AED 13,990 and two-visa packages around AED 17,795, based on the most consistent figures I have found. That AED 5,500 is the licence only, not visas, desk upgrades or renewals, and I break down every layer in the SPARK free zone cost guide.
The reason is not only price. SPARK’s official activity list contains the activities an AI development services business actually needs:
- Artificial Intelligence Developing Services
- Innovation and Artificial Intelligence Research and Consultancies
- Artificial Intelligence Training
- Software House, and Computer Systems and Software Designing
- Information Technology Consultancy and Cyber Security Consultancy
- Research and development in cloud computing, and development and innovation in computer systems and programs
The activity list names a post-licensing approval for Artificial Intelligence Developing Services, attributed to the UAE Ministry of Artificial Intelligence and subject to the UAE’s AI ethics and data laws. Confirm the exact wording and timing with SPARK before you apply. I explain how to read the full list in the SPARK free zone business activities guide, and I made the wider case in how SPARK quietly became an AI free zone.
Beyond the licence, SPARK sits inside an innovation park with an accelerator, mentoring and investor access. I cover that in what the SRTIP SPARK accelerator offers founders and the SAIA accelerator, with prototyping support at SoiLAB. For software and AI founders specifically, read SPARK for digital and IT companies. The steps are in the setup process and the visa guide.
SPARK also fits the sectors where AI projects are sold. See healthcare and insurtech, mobility and logistics digitisation, sustainability technology, research and innovation projects, advanced manufacturing and consultancy. For the other Sharjah options, compare the five Sharjah free zones, and for e-commerce technology see my take on SRTIP for e-commerce founders.
The honest limits of starting on SPARK
- The AED 5,500 is a starting price. Eight or nine staff need more visas and a bigger desk, so the licence cost grows as the team does. Against AED 1.7 million of capital, the saving over DMCC is real but small. The bigger benefit is a lower fixed cost while you prove demand.
- Some buyers want a Dubai or Abu Dhabi presence. Where government tenders drive Year One, the research favours a mainland LLC from the start. Check tender rules before you choose.
- It is not a bonded or logistics zone, and not the right base for every business. I set out where it does not fit in who should not choose SPARK free zone.
My recommendation is a staged one: start on SPARK, win your first two or three contracts, then add a DMCC or mainland entity if buyers or tenders require it. For the full comparison of structures, see mainland vs free zone vs offshore and my overview of the best free zones for AI and technology companies. If you are building agents specifically, read how to start an AI agent business in Dubai.
Using the UAE as a Base for an International Artificial Intelligence Development Services Business
Many founders ask whether they can sell abroad from a UAE company. They can, but each market has its own data rules, and a UAE company does not inherit compliance in other countries.
| Market | What to plan for |
|---|---|
| UAE | Federal Decree-Law No. 45 of 2021 on personal data; DIFC has its own data protection law; sector rules apply |
| Saudi Arabia | Its own personal data law under SDAIA, with rules on transferring data out of the country |
| Qatar | Its personal data protection law (Law No. 13 of 2016); confirm current controller and processor terms |
| Oman | Its personal data protection law (Royal Decree 6/2022); confirm which processing needs a permit |
| European Union | The EU AI Act applies in stages; check which obligations apply to each product and use case |
The UAE has no single AI act. It runs on privacy law, sector regulation, cybersecurity requirements and policy frameworks such as the UAE AI Charter, so build compliance into delivery from day one: a data inventory, client data-processing agreements, access control, encryption, retention rules and human review.
The expansion order I would follow is the UAE first, Saudi Arabia second, Qatar and Oman selectively, then wider markets once you have references. A UAE-only remote model becomes less workable in Saudi Arabia as sales grow, because localisation and procurement rules favour a local presence. Keep customer data in-country unless the contract allows otherwise, and use offshore contractors only for non-sensitive work.
Banking is the next practical step. Read how to open a UAE business bank account in 2026 before you rely on a start date.
Corporate Tax: Why a Free Zone Does Not Give You 0% on AI Services
A free zone licence does not make an AI development services business tax-free. Under Federal Decree-Law No. 47 of 2022, the standard structure is 0% on the first AED 375,000 of taxable income and 9% above it. A Qualifying Free Zone Person can pay 0% on qualifying income, but software and AI services are not on the list of qualifying activities in Ministerial Decision No. 265 of 2023, so most AI services income is likely to be taxed at 9% above the threshold.
Non-qualifying revenue above the lower of 5% of revenue or AED 5 million can also cost a company its qualifying status for five years. The research model therefore does not assume a blanket 0% rate. Its tax line is AED 0.08 million in Year Two and AED 0.21 million in Year Three.
Small business relief is the other lever. It applies where revenue is AED 3 million or below, and I explain the current rules in UAE small business relief extended to 2029. The base case reaches AED 4.5 million in Year One, which is above the limit. Confirm your position on the Federal Tax Authority website and with a tax adviser. VAT is 5%, with registration required once taxable supplies pass AED 375,000. See tax registration and filing and audit requirements.
The Risks That Break an AI Development Services Business
| Risk | Severity | What I would do about it |
|---|---|---|
| Data or privacy breach | Very high | Regional hosting options, encryption, least-privilege access, a tested incident plan |
| Unreliable model output | High | Grounded retrieval, evaluation suites, human approval for high-stakes use |
| Slow collections | High | A 30% to 40% mobilisation payment and milestone invoicing |
| Talent shortage | High | Equity or bonus, a contractor bench, documented standards |
| Price commoditisation | High | Vertical expertise, integrations, Arabic capability, managed services |
| Vendor lock-in | High | A model gateway and a multi-model design |
The defence against commoditisation is to own the industry workflow, the integration and the client’s data architecture, not just to wrap a third-party model. Generic one-off AI development has weak long-term protection. Reusable accelerators and recurring managed services have much stronger economics.
Is an AI Development Services Business Right for You?
Start if you can answer yes to these four questions.
- Do you have one wedge? A sector or a technical specialty you can name in one sentence.
- Can you fund AED 2.2 million to AED 2.6 million? Or a cheaper lean plan that avoids early hiring.
- Can you sell? Enterprise AI is a trust sale, and the first year is founder-led.
- Can you wait 17 to 20 months for cash break-even?
If the answer to the last two is no, consider a smaller start: one vertical, two or three people and a SPARK licence. For similar analysis of other consulting models, see my guides on starting an engineering consultancy and starting an HR consultancy, and my list of setup mistakes to avoid.
My Approach: Prove the Pipeline Before You Build the Team
Most business setup consultants help you register a company. I help you make informed business decisions before you invest.
For an AI development services business, that means I start with your first five buyers, not your licence. I test who will pay for an assessment, what a proof of concept must contain, how long collection takes and what your break-even revenue is. Then I match the licence to the stage: a lean SPARK licence from around AED 5,500 while you prove demand, and a DMCC or mainland entity only when a real contract or tender needs it.
My advisory process focuses on helping you reduce uncertainty and make confident decisions, not just complete documentation.
What you can expect when you work with me:
- Business idea validation before you commit to a jurisdiction
- Market research on your target sectors and buyers
- Competitor analysis against sovereign, integrator and offshore players
- A service ladder and pricing model, from assessment to managed AI
- Startup cost estimation and a working-capital plan
- Break-even and three-year financial feasibility modelling
- Licence and activity selection, including the SPARK activity list
- Corporate tax planning, including qualifying income and small business relief
- Data protection and compliance planning for UAE and GCC clients
- Business bank account strategy and readiness
- Investor and employment visa planning for your core team
- Expansion planning for Saudi Arabia and other GCC markets
The objective is simple: help you start your business with clarity, confidence and a long-term strategy. See startup and pre-launch consulting and free zone company formation, or book a free consultation and tell me your target sector.
Frequently Asked Questions
Is an AI development services business profitable in the UAE?
It can be. The base case in my research reaches EBITDA of AED 1.35 million in Year Two and AED 2.90 million in Year Three, after a small Year One loss. These are planning assumptions that depend on signing about AED 4.5 million of Year One revenue.
How much does it cost to start an AI development services business in Dubai?
The licence can start from around AED 5,500 on SPARK, but the business needs AED 1.7 million (lean) to AED 3.15 million (higher case) of accessible capital. Most of that is payroll, working capital and the pre-operating budget.
When does an AI development services business break even?
In the base case, annual operating break-even is about AED 4.6 million of revenue, roughly AED 386,000 a month. Cumulative cash break-even, after setup costs and slow collections, comes around month 17 to 20.
Which licence is best for an AI development services business in the UAE?
It depends on your buyers. I recommend SPARK for a lean first stage, DMCC for Dubai-based sales into private enterprise, Masdar City for Abu Dhabi and sovereign work, and a mainland LLC where government tenders drive Year One.
Is SRTIP (SPARK) suitable for an AI development services business?
Yes, for the first stage. SPARK’s activity list includes Artificial Intelligence Developing Services and related software and IT activities, with packages from around AED 5,500. Check the post-licensing approval and tender requirements before you commit.
Does a free zone AI company pay 0% corporate tax?
Not automatically. 0% applies only to qualifying income of a Qualifying Free Zone Person, and software and AI services are not on the qualifying activities list. Most AI services income is likely to face 9% above AED 375,000.
Can I use the UAE as a base for an international AI development services business?
Yes. Many founders serve GCC and overseas clients from the UAE. Each market has its own data rules, so plan separate compliance for Saudi Arabia, Qatar, Oman and the EU, and keep client data in-country unless the contract allows otherwise.
Is there a UAE law specific to artificial intelligence?
The UAE has no single AI act. It relies on the federal personal data law, DIFC data protection rules, sector regulation, cybersecurity requirements and the UAE AI Charter. Build privacy and governance into delivery from the start.
How many people do I need to start?
About eight or nine core staff plus specialist contractors: a managing director, head of AI, two LLM engineers, a data engineer, an MLOps engineer, a project manager and a sales lead. Keep hiring beyond that tied to signed backlog.
